Review of the regulatory framework for merit-based recruitment, promotion, termination and demotion. National authorities are asked to provide reference to the articles in primary or secondary legislation that fulfil the criteria below. The criteria below are based on the OECD Recommendation on Public Service Leadership and Capability (2019) and the European Union Charter of Fundamental Rights.
