Legislative stability

The ratio (expressed as a percentage) is calculated by dividing the number of laws originally adopted two years prior to the current calendar year that were amended in the previous calendar year by the total number of new laws adopted in the calendar year two years prior to the current calendar year. The percentage is then subtracted from 100 in order to standardise the values and ensure that 100% is always the most positive outcome. Amendments to older laws and the annual budget law are excluded from this calculation.
